File tab and new from template


in word 2010 when select file tab>new available templates.

"my templates" button brings folder location templates required city via gpo. have multiple city locations each have thier own templates, have users require access templates in cities. can tell me how can add section "office.com templates" section?  able have folder here each city, subfolders "records" folder in office.com templates section                           

anyone have ideas on acceptable solution?
