VMs on Hyper-V host are not starting.

i have 40 workstations on host.  if reboot host of vms not start correctly.  in fact stuck on starting.  if set put time delay on of vms of workstations start.  example, first 10  has no time delay, next  10 has 5 sec delay, next 10 has 10 sec delay.. , on.. has seen before?

in short:
starting 20 applications on pc @ once, cause pc slow-down because 20 new applications will simultaneously claim cpu-time, memory, disk io, etc. if spread starting of these applications 5 second interval, applications not claim resources @ once, spread load.
