Task Scheduler service stopped at startup

i have setup windows 2012 r2 several times.

i facing issue installation:

- schedule service not start @ startup

- after logon, can start service. not start automatically.

i have not been able find resolution far.

most of windows installations face problem virtual machines on hyper-v.

i have setup new windows server on new hardware , face same problem.

i have tried change startup automatic (delayed start) using registry, not work.

reg add "hklm\system\currentcontrolset\services\schedule" /v delayedautostart /t reg_dword /d 1 /f

if have answer me, please advise on should fix this.

that should not happen on out-of-box build. there customization happens them after os deployment or maybe deployed custom image?
