Video on demand with touch screens

i looking ideas , solutions cheaply possible yet functional.  need setup video on demand , streaming video.  have 12 touch screen monitors , 10 flat panel displays.  users need able select video want watch , watch on touch screen.  flat panels have pre-determined video playing on loop. 

i have 1 central spot these connect server provides these services.  know of way without having additional hardware connected touch screens?  trying away having have fat/thin client on touch screen.  rather have big usb hub, board or whatever attached server if need not sure how or if work.
