can't make changes

i both local admin , domain admin.  if log onto windows 7 workstation has no gpo user settings applied can make change want internet explorer settings.  example:

internet options\security tab\local intranet [custom levels]

but apply our user gpo of grayed out.  why?  if i'm admin how come can't change this?

on local windows 7 worksation have firewalls turned off , not using proxy server.

 so if little more flexible , allow end users edit zones need use alternative method. group policy preferences registry items,
