Windows 2008 R2 Clusterd File server using VHD's

i wanted run community before implemented it.  i'm thinking of cutting file server smaller chunks using vhd's.  please note not planning on using them virtual machines rather straight mounted drives.

instead of 1 giant 2 terabyte drive want following:

1)  create 1 giant 2 terabyte drive (read rest please)

2)  create vhd each department of organization

3)  mount vhd's on clusterd file server (windows 2008 r2)

4)  use dfs provide single unified namespace

5)  backup / restore based on mounted vhd's rather 1 large drive

this should provide me flexability, i'm not sure performance ramifacations.

your thoughts?

create vhds different departments potentially waste disk spaces, different departments request different size of disk spaces. have add more space part of these vhds while others have lot of free disk space.
