Installing software from a Domain Administrator account


i have machine on domain. have logged machine using domain admin account, , trying install software. theoretically, domain admin should have full rights on local machine, yes? however, when try install error message:

"the system administrator has set policies prevent installation."

any ideas of why occurring? settings might need adjust give domain admin installation access?

can domain admin install other programs not one, or can't install anything? , can software installed local admins?

what domain admin can subject policy , security configuration need gather more info see going wrong. possible deny domain admin access local machine.
