AD LDS Replication Issues

i have 2 windows 2008 servers running ad lds.  have created instance on server 1 , want create replication of onto server 2.  have ran ad lds setup wizard on server 2 , @ end errors with:

"active directory lightweight directory services not create ntds settings object active directory lightweight directory services instance cn=ntds settings, cn=server2$instancename, cn=default-first-site-name, cn=sites, cn=configuration on remote ad lds instance server1:portnumber.  ensure provided network credentials have sufficient permissions.

error code 0x800706ec

the list of rpc servers available binding of auto handles has been exhausted.

there firewalls between these 2 servers, has been checked , verified not blocking anything.
