*.TMP Files Being Left Behind, Problems Saving - Server 2008

when save new files (office , other file types) folder on our server, randomly message file exists , can't saved. the server saves file 0kb, also, there file *.tmp extension along random characters filename.  not appear ms office problem happens other programs.  server 2008 have kind of mirroring or syncing or backup functionality having problems , causing behavior?

please provide more information , clarify following questions:

1. said "this not appear ms office problem happens other programs", programs talking about?
2. when message "the file exists , can't saved" appears, program work fine? see error program or program crash?
3. message occur if save .txt file, pictures (like .jpg file) or folders?
4. error occur on domain users or client?

do have symantec backup software or software installed? if so, please disable or shut down test. can boot problematic client clean boot mode narrow down root cause.

1. click "start", click “run” , type "msconfig" start system configuration utility.
2. click "services" tab, check "hide microsoft services" box , click disable (if not gray).
3. click "startup" tab, click "disable all" , click "ok".
4. restart computer. if "system configuration utility" window appears, please check box , click "ok".
5. save file test.

what result in mode?

Suspicious event log Event ID: 4905
