Licensing and Clusterd Roles

i implementing (2) node hyper-v cluster 7 vms (2) of these vms dcs , permanently located on local storage on each node. other 5 part of cluster. understand, means need (48) 2-core packs license vms since, in failover situation, (6) vms has potential run on each node.

is math correct?

additionally, if use clustered file server role or clustered dhcp server role, there additional licensing need?

lastly, recommended me put dcs on local storage on each node in event goes wrong cluster. being said, should have similar concerns using dhcp cluster role?
