Opening Ports for OpenSimulator Windows 2008 RC2

okay purchased dedicated windows 2008 rc2 server. problem having have program needs pass through ports , connect mysql database on exact same server(honestly have no idea why must through firewall have tried localhost settings) anyway company purchased helped once after calling in turned off firewall , local computer security policy, failed inform me how did that. have windows advanced firewall off ports still blocked there else blocking it! have not installed additional firewall software , frankly have been trying days , desperatly need help. can tell me:

1) how open ports need open

2) other software blocking connection through port

3) if there 2 bits of software how can locate , configure both allow connections through port

1) how open ports need open
add program process firewall exceptions list or add rules ports program used.
 
2) other software blocking connection through port
if other software use same ports program required, program couldn't use port unless kill software.
need know ports program used (from vendor or run program other processes killed), use command netstat -ano find other software process pid.

3) if there 2 bits of software how can locate , configure both allow connections through port
two software couldn't use same port. have customize 1 software other port or install 1 software server.
