Win7 desktops secpol and Local Sec Policy not showing auditing enabled


ok, thought have licked solution before,

i have server 2008 r2 , win7 desktops have server 2008 gpo audit events on server , desktops, @ desktops locally auditing greyed out , displaying ‘no auditing’ logs show auditing entries.

at server 2008 r2 sp1 64

administrative tools

group policy management
  forest
  domains
  my_network_name.com
  default domain policy
  edit
  computer configuration
  policies
  windows settings
  security settings
  local policies
  audit policy
  logon, account, etc able change success, fail

however @ windows 7 desktops local security policy, local policies, audit policies, policies have ‘no auditing’ local win7 event logs auditing.

what cause display ‘no auditing’ @ desktops , yet enter events locally , @ server

all options allow me change success failure , active

what's causing grey'ed out "no auditing" @ desktops when auditing working?
