DHCP Split-scope, client issue

i have configured dhcp split-scope on 2 dhcp servers on same lan delay on server b.

starting both servers online clients gets address lease server a
when server goes offline, clients gets address lease server b expected.
when server online clients still lease server b, if manual release/renew or reboot.
if stop server b , release/renew, client lease server a.

according microsoft guide (http://technet.microsoft.com/en-us/library/ee405264(v=ws.10).aspx) clients should lease server online again.

any ideas?

DFSR RPC replication errors 5014 1726 with large files over VPN
