Create GPOs without AD access

my task create gpo allow computers in container login automatically ad account , start batch file run program , never allow user see desktop. 

the issue have not allowed create gpos or edit within ad, not allowed edit or create using gpmc.

i can go local computer full control on , create registry settings under computer settings under computer configuration how transfer on ad side?  help.

DFSR RPC replication errors 5014 1726 with large files over VPN
