AD Sites & Services - KCC Generates Incorrect Topology

i have 3 sites a, b, , c.  the subnets configured correctly on each site.

site headquarters.  site b , c branch offices, , ip traffic not routable between them.  each of them routable site a.

all sites members of defaultipsitelink has cost of 200.  i have created 2 site links (a-b , a-c), each cost of 100.

kcc incorrectly telling site b replicate site c, , isn't telling replicate anywhere (seen when right-click on ntds settings object , go properties>connections).  what's problem here?

repadmin /replsum /errorsonly

repadmin /showrepl*

dcdiag /v /c /d /e /s:contoso.com

repadmin /kcc on each dc

DFSR RPC replication errors 5014 1726 with large files over VPN
