Convert Word to PDF fails - Normal.dotm problem

hello,

we having problem converting word documents pdf.  the error following:  "unable open document:  \\server\file path.... please check see if have read permission above file."

the reason posting office technet forums because have narrowed down problem our normal.dotm file.  if remove our normal.dotm file our templates directory, adobe conversion works fine every time.  as put normal.dotm back, error.  i domain admin , have full permissions directory , file trying convert.  any idea why normal.dotm file prevent adobe converting word doc pdf?  any ideas appreciated have spent alot of time troubleshooting.  thanks

here update:  

i have narrowed down problem further.  currently, have gpo changes user templates path network drive.  if remove gpo, sets templates folder on local machine default normal, problem doesn't happen.

in short, if normal.dotm on network drive, problem happens.  if normal.dotm local, problem not happen.

Suspicious event log Event ID: 4905
