2008 Enterprise & 2008 R2 as domain controllers

i have domain controllers in our domain , 1 2008 enterprise 23-bit, second 2008 64-bit r2..

i need upgrade domain level in our domain either 2008 r2, or 2008.... should go with?... matter?

the operation carried out on 1 hosts the pdc emulator role, long using standard ad tools, location invoke change not matter...
note not able raise functional level 2008 r2 though long have windows server 2008 dc - @ point, need go windows server 2008 functional level...
