2008 CA cannot issues certs

i testing our application ssl , need certificate on webserver. had server 2003 ca defined , tried cert it. had kinds of issues decided install ca on 2008 server iis box.

when try request web server cert, following:

 

your request id 4. disposition message "denied policy module 0x80070576, active directory certificate services not find required active directory information. ".

is because ad 2003 server??

anyone have sites on how iis 7 to use ssl?
