VPN between 2 subnets

hi experts,
    company has 2 offices.the 2 office network connected via vpn using l2tp protocol.we utilize 2 rras server achieve this.1 in each subnet.each ras server has 2 nic card installed.
    question is,

1.what makes these kind of connection less hops go through when routing packets?is way of routing networks?
2.there demand dial connections activated on both ras consoles.i suppose vpn connection between these 2 networks?

  1. if rras server directly connected internet (ie has registered public ip on external nic) no other router required. rras both router , remote access server.

  2. yes, both demand-dial interfaces must active. routes send private traffic through tunnel linked demand-dial interfaces. added routing table when dd interface binds vpn connection. if either dd interface not active, routing between sites fails.

Suspicious event log Event ID: 4905

DCOM received error "2147746132" from...
