Folder Rediection, Why Is This So Hard?

i’m trying couple of things @ once here.
1.) starting migrate users xp w7, have brand new computers!
2.) want move 2003 file server 2008 r2.
i'm thinking, perfect, i'll take advantage of new folder redirection features @ same time.
after researching , studying week think, or thought, had it.
here did:
set new 2008 r2 server called "files", created share called "userhomes".
permissions on share:
authenticated users: full control
system: full control
administrators: full control
security:
creator owner: full control
authenticated users: special
- traverse folder/execute file
- list folder/read data
- read attributes
- read extended attributes
- read permissions
- apply to: folder only
system: full control
administrators: full control

i went ad users , computers, created test user , set home folder \\files\userhomes$\%username%. i checked file server share , sure enough there folder called ttester2 there. great thought.
set gpo called w7 folder redirect handle redirection. under user config | policies | windows settings | folder redirection | documents: basic (redirect everyone’s folder same location), target folder location: redirect user's home directory.
options:
- grant user exclusive rights documents: disabled (corp. policy)
- move contents: enabled
- also apply old windows versions: disabled (because want leave old stuff behind)
- policy removal behavior: leave contents
i linked gpo ou test user account , ou w7 pro system , security filtered security group w7 users, test user member.
slide on test w7 pro machine , log ttester2’s account, rebooted computer because need group policies work, don’t ya know. well guess have logged out , in reboot isn’t slower.
good news looks it’s working. the gpo created pictures folder!
just test logged in computer test user isn’t in w7 users security group , didn’t seem to run gpo, expected.
then happened @ server explorer open user homes share still , surprise see folder labeled “ttester2” labeled “my documents”! how did happen?
forgive me long post @ wits end this, thought folder redirection looked rather simple. can explain , how correct it? what going happen once start adding other users w7 users group, documents end up?

to work around behavior, use 1 of following methods.
method 1
create subfolder under redirected folder in universal naming convention (unc) path. example, use following unc path:
\\server\users\username\documents
method 2
grant user exclusive rights redirected folder.
method 3
do not grant read permission administrator desktop.ini files on server.
