2012R2 VM not listening to UDP

have reviewed many docs, rds box appears not listening. enabled local policy settings remotefx , basics think of , discovered, netstat output when connecting either win 10 or 7.  same win 8 rdp client.  fw open , testing within domain.  seems it's off?

hi,

the output means computer listening udp ports, posted, , accepting communications foreign address.

 there no state udp port in output. because tcp connection-oriented protocol.
