File Server Resource Manager is enabled but unable to access it

i trying implement file restrictions unable access the file server resource manager console.
checked roles on server , enabled, there reason why cant it?

did try re-install fsrm?

install-windowsfeature cmdlet fastest way , going

install-windowsfeature -name fs-resource-manager, rsat-fsrm-mgmt

make sure you've installed frsm via role services , not under add features. add features installs management interface , not actual service.

Suspicious event log Event ID: 4905

DCOM received error "2147746132" from...
