Preferences (registry) don't apply if set to "apply once"

hello,

i'm playing preferences, and all of settings i'm testing work ones set "apply once". they're registry values (desktop background) set on new computers, without enforcing them.

if uncheck "apply once", work fine, but, of course, got reapplied. if check it, never apply (nor on fresh computers @ first user logon).

clients w7 enterprise x64

any idea?

this design, if apply once checked, gpp each user apply once. though user logon new client, policy apply user once, means first time user apply policy change registry values on client user logged on.

this way, suggest uncheck "apply once" change registry keys on client users logged on.
