ActiveX Install through Group Policy for non-admin users

i have software application work fine on winxp running ie6 sson customer of mine installed ie7, broke.  long story short, found app required install of activex control , run each time...simple.  but, in ie6 installing 1 time , load users installing admin , letting others load worked.  now, have install each user (which require changing them admin , won't it) work.  so, looking way take control, install admin rights , list approved control through group policy without touching each machine or @ least minimally.  again, desktop os xp pro running ie7 , dc on windows server 2003.  have documents showing how build admin templates controls nothing on how install control on machine without changing every user of machine (which there 20-30 users since it's telemerketers).  great!!
