Sharing another Server's Share via Windows Server 2008 R2

description of our setup:

virtual hosted environment containing ad server(server 2k8 r2, ad-server), provides shares our organisation. both networked , vpn users can access these shares fine, 1 expect. however, 1 particular division of 12 staff utilises fileserver (server 2k8 r2, "file-server") onsite @ 1 of our locations. our shares used mapped drives, , aside divison required shares hosted ad-server.

any directly networked device can access shares on file-server, including 10 out of 12 relevant employees (located onsite). however, other 2, based @ home, cannot access file-server's shares while on vpn. indeed, cannot communicate networked device (i.e. ping device plugged network @ 1 of our offices), hosted environment itself.

i have confirmed our hosted environment provider unfixable , have little control on given virtual, hosted one, hope achieve following:

instead of these 2 users attempting access shares directly file-server, can somehow provision share on ad-server in turn reading share file-server? see that, in "provision share" "share , storage management", available volumes local ones on ad-server, hoping there workaround.

since there 2 users affected, happy @ entirely different options giving them access share, cconfirm - vpn users can only communicate ad-server.

it little strange if home user cannot access device in file-server site, what's vpn :(

for creating vpn in ad-server, available. if home user cannot access file-server devices because of security reason, may same result vpn ad-server site.
