Windows 2008R2 Inbound Firewall Rule

i added inbound rule server, via protocol , port. when try telnet test says connect failed. firewall disabled on server. after initial connection failure added inbound rule see if did it. 

basically trying open port on server , cannot figure out. 

any ideas?

in general, inbound block rule has higher precedence inbound allow rule. please check if there block rule.

meanwhile, please refer following article check if have created appropriate inbould allow rule, need pay attention on program, protocol, , port.
