Control Create folder rights on windows server 2008


i createing windows server 2008 w/ terminal service installed.

all users accessing terminal server assigning domain user.

i wants configuring server not allowing user create folder on c:\

it's because folder created can read domain user. there'll security concern if user put files in these folder.

what stragegy should use.

maybe can you, restrict entire acccess c drive have redirect other folders.
