time source questions

1. output of:
w32tm.exe /query /status
shows time source expect see on windows 7 domain member, domain controller. output of this:
w32tm.exe /dumpreg /subkey:parameters
shows default of windows.time.com 'ntpserver'? why?
2. on server 2003 member server, w32tm.exe /query /status not available (those options not introduced until vista/2008), w32tm.exe /dumpreg /subkey:parameters shows server configured time service use using w32tm command... considering first example of windows 7 domain member, how know sure ntp server server 2003 machine using? net time command says not use /querysntp anymore. actual proper/reliable way determine server 2003 server using time source?
the way pdc should syncing time internet & other systems in domain or forest time pdc source.
